Once you’re there, you need to go navigate to a building in a group of buildings.

The building is located to the right of the big building in the bottom left of the group.

  1. Navigate to the group of buildings in Sa’id City.
  2. Go to the top floor of the building that’s right of the big building in the bottom left.

Head to the top of the building by climbing up the stairs and you’ll see the apartment.

The key can be obtained at random from enemy AI drops, the HVT contract, and loot containers.
