To evolve Feebas into Milotic in Pokémon Legends Z-A, you must give a Prism Scale to Feebas to hold, then trade it (touch trade back for solo players).

You can catch Feebas (rare) in 2–3★ Water-type Hyperspace Wild Zone Distortions.

Prism Scale can be obtained from Side Mission 160 “Feebas’s New Friends” (unlocks after DLC Mission 3).

To do so, talk to NPC Soucian/lady with Houndour near pond left of Wild Zone 2/near Café Woof overlooking pond, and give her a spare Feebas for the Scale + $1,600.

Rare extra Scales may drop in Distortions later in the Mega Dimensions DLC (trade partners are common in communities for evolutions).
