After that, go to the sunken ship (E8 on the map), dive under it, swim to the back, and loot the key on a table.
Here’s how to do this:
- Find and loot a Rebreather in hospitals, houses that have first-aid, and other buildings.
- Go to the sunken ship (E8 on the map).
- Dive under the ship, go inside it, swim to the back, and loot the cartel warehouse key on a table.
Do note that you won’t be able to complete this objective if you don’t have a Rebreather.
This is because you’ll drown before you’re able to get out of the ship.
