To get a Foreign Ditto in Pokemon Scarlet and Violet, you need to trade your Ditto with another Ditto of another language by using “44484448” as the link code.

To do so, you need to open the Poke Portal > Link Trade > Set Link Code > 44484448 > Begin Searching > Yes.

For this to work, you need to be connected to the internet.
