Some of these quests are not unlocked yet, so you need to wait until they are available.

Complete these quests (expand the screenshots above):

For example, if you’ve completed all quests under “Intel & Recon”, you’ll get 1 medallion.

After you’ve completed the quests under all 5 of those titles, you’ll get 5 cold blooded medallions.
