  • Fix 1: Fast travel and go back to Forward Base 441. Then, walk back to plant. A missing dialogue seems to be the issue. (source: 2BoiledEggs on Reddit).

Let the conversation finish and follow Kaiser to the location. If you talked to Hadrian before the robot gets into position, he disappears, and he’s the one that opens the door.
