He is hiding inside a large container.
You can also find Hyena thugs roaming around in the same area and a supply pod.
Ketos is quite easy to defeat because it has low HP and armor.
After you’ve defeated it, you’ll get the “Ketos” achievement.
You’ll also receive EXP as a reward.
