To fix “Locked because the trade rule is set to no trade” in Manor Lords, you need to change the trade option.
To do so, click on the “No trade” dropdown box and select the trade option that you want to use (e.g. Import if you want to buy).
The user interface for trading is quite difficult to understand, so you might not even know that the trade dropdown box exists.
If you don’t change the dropdown box, you won’t be able to interact with the “+” and “-” options.
