  1. Travel to Pilgor Town in the Baadlands map.
  2. Go to the Town Hall prompt (near the center of your camp/base area).
  3. Purchase the Town Hall upgrade for 2,500 scraps.
  4. Farm scraps using the Photocopier machine method.
  5. Go to the nearby Piggy Bank and interact with it to pay taxes.
  6. Keep paying the taxes until you’ve paid 5,000 scraps to become a “Model Citizen”.
