After fast traveling and running as best as I could I found the technician in the middle of nowhere with 2 UC bodyguards. I bought a couple ships and suddenly he’s back in the correct spot by the trade authority terminal. Going to keep the quest active and not finish it. Also the indicator showing me where to go was in the center of the planet. But using the local map showed me where to run and eventually spawned the technician. Landing on the planet around where he was, was quicker than running. He’s now back at his post. The quest was “Final Glimpses” (source: noble95x on Reddit).
