To Open the Equipment Enchanting Window to upgrade an Uncommon or higher weapon by 1 level in Throne and Liberty, you must first claim your Chapter 1: The Tragedy of the Casill Family reward if you haven’t already.
You can do so by selecting the “i” icon next to the notification and choosing a reward from the Final Reward Selection (e.g. Sniper Longbow).
After you’ve claimed the uncommon weapon, open the Main Menu and select “Equipment Enchanting”.
Lastly, select the uncommon weapon that you’ve claimed (e.g. Sniper Longbow) and upgrade it until it reaches level 1.
