You can obtain it from the Spooky Egg at an 18% chance.
To obtain the egg, you must submit required fruits to the cauldron or the jack-o-lantern, or purchase it from the Creepy Critters shop.
The Spider occasionally advances pets’ cooldown an extra ~1s every second & plants grow an additional ~15s every second.
