To get an Unstable Elementium in WoW Dragonflight, you need to get Design: Crystal Tuning Fork from Trader Hag’arth Near the docks of Morqut Village.

Secondly, craft the tuning fork, and summon Amephyst (/way #2151 31.2 60.7), which will drop Design: Unstable Elementium.

Lastly, upgrade the Primordial Stone Gems for your Onyx Annulet using 10 Dormant Primordial Fragments and 25 Silken Gemdust.
