Here’s how to empty a landfill in Cities Skylines 2:

  1. Navigate to your landfill and select it.
  2. Select the “Start Emptying” icon.

After you’ve selected “Start Emptying”, garbage stored in the building will be transported to other available garbage facilities.

It will either empty the landfill to your incinerator or sell it to other cities (if you have roads going out) and it’ll cost you money.
