- Unlock the Helium Havoc gear by completing the Go Big secret event in Downtown (inflate the giant balloon and quickly ride the shopping cart hanging underneath it).
- Equip the Helium Havoc (back gear).
- Go to any street or parking area with cars (parked or driving).
- Press R1 (PS5) / RB (Xbox) / Right Mouse Button (PC) to shoot helium darts at several cars until they start floating.
- Fast travel to the Fairmeadows Ranch Goat Tower.
- Find another goat walking nearby and shoot it a few times with helium darts until it floats away.
