It allows you to have additional time to discover that your account was compromised to prevent items from being sold.
A sell listing is imposed on your account if you don’t have the Steam Guard Mobile Authenticator.
How to Fix Sell Listings on Hold on Steam Marketplace

To fix sell listings on hold on the Steam Marketplace, you must add the Steam Guard Mobile Authenticator by installing the Steam mobile app.
Once you’ve added it, wait for 7 days, remove the item, relist it on the marketplace, and confirm the listing on the app!

- Download the Steam Mobile app on the App Store or Google Play Store.
- Open the Steam mobile app, select the shield icon, and select “Add authenticator”.
