He can be found in Heely’s Secret Base, northwest of the Seventh Day Forest.
The base can be accessed by using your jetpack to get over the gates.
The Fanatic can be seen sitting down in the base.
You can find Hyena thugs and elites roaming around in the same area.
The Fanatic is quite hard to defeat because he has high HP and armor.
After you’ve defeated him, you’ll get the “The Fanatic” achievement.
You’ll also receive EXP as a reward.
