How to Tie Up Civilians in Payday 3

To tie up civilians in Payday 3, press “F” to grab the person, press “Q” to throw them, and hold “F” to tie up hands.

Alternatively, you can shout at the person by pressing your middle mouse for them to get down and tie them up.
