The Under Freeway East Warehouse Key location is east of Mawizeh Marshlands.

There’s a bridge and a road, and you’ll have to go in between them.

Once you’re there, you’ll see a building with a van outside.

Here’s how to find/get to the location (expand the screenshots above):

1. Go to the east of Mawizeh Marshlands.
2. Go in between the end of the bridge and the side of the road.

The easiest way to get to the building is to follow the train tracks instead of the highway as it’ll take you directly to it.

The key is obtained at random from enemy AI drops, the HVT contract, and loot containers.
