To unlock fishing in Destiny 2, you need to start the “Into the Depths” mission and complete step 5 to start “Gone Fishin”.

After that, speak with Hawthorne, collect 20/20 Bait, and start catching fish.

Here’s how to do this:

  1. Start the “Into the Depths” mission.
  2. Complete step 5 in the mission to start “Gone Fishin”.
  3. Speak with Hawthorne.
  4. Collect 20/20 Bait and start catching fish.

After you’ve collected 20/20 Bait, you can start catching fish.

To do so, you need to go to the outskirts of the EDZ.
